Can we sticky a thread with the HC policy? I'm always wondering when it's moving down to 90. Also, I remember something recently about giving Cleveland 24 hours to come off the hard cap. Was this an exception, or is policy?
Aside from that, I really like the hard cap, but I don't think it can move to 90. I see 90 as way unrealistic. So many teams are above 90 and just under 93, that it seems like a perfect leveling point, considering all these teams will have to make MAJOR sacrifices (Philly, LAL, Det, NY, SA among them)...I think 93 is a strong enough limit.

Oh, or you can deal me Samardo and we'll call it even.

Ive decided to not go down to 90. Its unnecessary. Cleveland got 24 hours, but it was a special case.
