I thought part of the reason of making a new sim was to fix some of the rules that were no longer needed in BBS. I think your too worried about activity. Trading can be good but that back and forth shit needs to go. If you want to make this a great league then you have to make the league more of a challenge.

This league will still have inherent traits that I like. There are certain things about BBS that wont ever change and if you think that makes it less of a sim then Im sorry. I understand your concerns and I see your persepective, but Im not gonna change this rule.

As much as most people want to strive for realism, this isnt real, its a sim. I dont want to follow every NBA rule. I dont want to prohibit signed FAs from being traded. I dont want to make trading harder then it already is. I think that allowing a little extra leeway with trading is good for activity, and makes the league more fun.
The main problems with BBS were poor GMs making poor decisions, and loopholes in rules that good GMs could take advantage of. I think in lots of ways I fixed those problems with this restart, but I have never though the Cap penalty picks, or the trading back and forth were problems. Because of this, I feel no need to make changes in these areas.
