This is great for active GMs and bad for the league. As a commish you need to look at the well being of every team, not just those teams that are active. Parity is extremely important, and while parity is almost impossible to attain, a rule like these leads towards a very unbalanced playing field.
I voted no.

One pick is not going to kill a team too and if it is more then just one pick then the GM should be fired.

I agree with Spencer...which is why I voted no.
A team that has a top 5, ends up with a 9th pick may be drastic in terms of talent. While the prospect may only be a half to a full-star drop (ie: 4th pick nets a 5.0, 9th nets a 4.0), but the player who was at 5.0 may already be ready to play AAA at 5 in average and 4 in homers, while the 9th pick may be 2 in average and 2 in homers---taking at least 2 seasons longer to be ready, thus risking losing talent.
A team that deserves a chance to rebuild and punished instead because of a few hours of the inability to get to a computer HURTS the team long-term. It's like a 25-year old forgetting to start his 401K, and starts at 30 instead---in which that difference might mean a hundred grand or more in the grand scheme of things at retirement! Odd analogy, but hopefully point taken.
In the end, skipping and moving on is probably the worst thing you can do to a handful of teams in this league. There are already numerous rewards for owners in this league, why keep adding more?
If you're concerned about drafts taking forever and "non"-active GM's, then for one thing, you guys have way too high a threshold for measuring "activity" in baseball simming, which is naturally slow. If you think I am wrong---I digress and will apologize for being inactive myself.
The other way of moving drafts is to do what I do in my league:
1st Round has 6-hour time limits, 2nd Round has 4-hour time limits, 3rd Round has 2-hour time limits---If anyone is misses their pick, they are auto'd and auto'd the rest of the draft.
People are notified at least 3-4 picks in advance of their pick to get ready...Telling someone "you're" up is already too late---especially when the rookies.html page and the file is not showing truly who is "available" as opposed to showing the whole draft and asking someone to read through the 8-page list for the picks, lol.
One idea brought up previously, which I thought was a great idea if we're gonna stick with the June draft, had requested that a second file be created at the time of file flip and be simmed all the way to the draft.
Those were my 7 cents

Just so everone knows. If we did do it like this prople would have more like 24 hour to make they pick not 2 hours.

I don't see why the draft has to move soo fast. But that just me. Same reason some of us wonder why the season has to move so fast. At this rate we'll be at June in the season and still in the 2nd round of the draft.
